Organizational Structure & Officer Responsibilities

VFW Post 6418 – St. Albans, West Virginia

Prepared for Post 6418, District 2, and the Department of West Virginia

 

I. Purpose of This Briefing

This briefing provides a concise, authoritative overview of the organizational structure of the Veterans of Foreign Wars (VFW) and the responsibilities of officers at the Post, District, Department, and National levels. It is designed to support leadership continuity, officer onboarding, and operational readiness within VFW Post 6418.

 

II. Overview of VFW Organizational Structure

The VFW operates through four primary echelons, each responsible for distinct administrative and leadership functions:

  • Post Level (Local Chapter) — Core operational unit responsible for community programs, membership engagement, and daily administration.

  • District Level — Supervises multiple Posts; provides training, inspections, mentorship, and program coordination.

  • Department Level (State) — Oversees all Posts and Districts within the state; manages statewide programs, compliance, and legislative advocacy.

  • National Level — Establishes policies, strategic direction, national programs, and legislative priorities.

Each echelon maintains a parallel officer framework to ensure consistency, accountability, and adherence to VFW bylaws and the Manual of Procedure.

 

III. Post-Level Officer Responsibilities

A. Executive Leadership

Commander

  • Principal executive officer of the Post.

  • Oversees all programs, operations, and compliance with bylaws and policies.

  • Represents the Post at District, Department, and community functions.

Senior Vice Commander

  • Second in command; assumes duties in the Commander’s absence.

  • Focuses on membership growth, morale, and program support.

Junior Vice Commander

  • Third in command; assists with member engagement, retention, and community outreach.

 

B. Administrative & Financial Officers

Quartermaster

  • Chief financial officer of the Post.

  • Maintains all funds, receipts, disbursements, and financial records.

  • Ensures bonding, accountability, and compliance with fiscal regulations.

Adjutant

  • Administrative manager of the Post.

  • Maintains minutes, correspondence, membership files, and official records.

  • Serves as custodian of Post documents and archives.

 

C. Advisory & Support Officers

Chaplain

  • Provides spiritual support.

  • Conducts prayers, memorials, funerals, and ceremonial observances.

Judge Advocate

  • Advises on legal, disciplinary, and parliamentary matters.

  • Ensures adherence to bylaws, policies, and proper meeting procedure.

Surgeon

  • Advises on health, wellness, and safety matters affecting Post members and events.

Benefits Advisor

  • First point of contact for veterans and families seeking assistance.

  • Directs individuals to federal, state, and local resources.

  • Provides guidance on emergency aid, homeless services, and employment support.

 

D. Oversight & Ceremonial Officers

Trustees (Three for Post 6418)

  • Conduct quarterly audits of Post financial records.

  • Provide independent oversight of fiscal operations.

Officer of the Day

  • Maintains order and protocol during meetings.

  • Oversees ceremonial movement and decorum.

Guard

  • Secures the meeting room.

  • Monitors access and assists with ceremonial functions.

 

IV. District-Level Structure

Districts coordinate the activities of multiple Posts within a defined region. Their responsibilities include:

  • Conducting Post inspections

  • Providing officer training

  • Ensuring compliance with bylaws

  • Supporting program administration

  • Facilitating communication between Posts and the Department

Inspector

  • Ensures compliance with bylaws, policies, and procedures.

Public Affairs Officer

  • Manages media relations, community outreach, and public communications.

Legislative Officer

  • Monitors veteran-related legislation and advocates for policy priorities.
