H.R. 45 SUPPORT

Commander, VFW Post 6418 - 6/7/2026

Statement in Support of H.R. 45 – The Camp Lejeune Justice Act of 2025

The Camp Lejeune Justice Act of 2025 (H.R. 45) represents a critical step toward ensuring that veterans, families, and civilian workers harmed by decades of toxic water contamination at Camp Lejeune finally receive the justice they deserve. For too long, procedural barriers, inconsistent interpretations of burden‑of‑proof standards, and delays in the courts have prevented many from having their cases heard fairly.

H.R. 45 strengthens the original intent of the Camp Lejeune Justice Act by:

  • Removing unnecessary legal obstacles that have slowed or blocked legitimate claims.

  • Ensuring fair judicial processes, including clear standards for causation and access to the courts.

  • Protecting the rights of veterans and their families who suffered illnesses linked to contaminated water between 1953 and 1987.

  • Reaffirming Congress’s commitment to accountability, transparency, and timely resolution of claims.

  • Improving access to compensation for those whose health has been permanently impacted.

Supporting H.R. 45 is supporting justice. It is supporting the men and women who served our nation, the families who lived on base, and the civilians who worked there—many of whom have endured cancer, neurological disorders, birth defects, and lifelong medical complications.

H.R. 45 deserves strong bipartisan support. H.R. 45 SUPPORT

According to Article II, Section 216 of the National Bylaws, VFW Post officer nominations take place every March. For Post 6418, nominations were held on March 19, 2026, with elections for six positions following on April 16, 2026. The election report has been sent to the State VFW Headquarters, and the newly elected 2026-2027 officers were installed on May 21, 2026, by West Virginia District 2 Commander.
Officers were installed at the May Meeting and before the Department Convention, but do not assume duties until the Department Commander is installed.

VFW Post 6418 Officer positions:
1) Commander
2) Senior Vice Commander
3) Junior Vice Commander
4) Quartermaster
5) Chaplain
6) 3-Year Trustee

In the VFW, the 3-Year Trustee automatically moves up to become the 2-Year Trustee the next year, and the 2-Year Trustee then steps into the 1-Year Trustee role the following year. It’s a set process—no re-election needed—as they simply shift roles after completing their 3-Year Trustee term. Guidance for this can be found in Sections 215-217.

At the April meeting, delegates for the National Convention and the WV VFW District 2 Convention were chosen based on membership numbers as of March 31. St. Albans VFW Post 6418 is eligible to elect two voting delegates. The District 2 Convention, hosted by Mason VFW Post 9926, took place on Saturday, April 18, 2026, at Serenity Hills, 516 Adams Street, Mason, West Virginia 25260.

TRAINING & SUPPORT - VFW

The main rules for all St. Albans VFW Post 6418 activities come from the VFW National By-Laws and Manual of Procedure. The By-Laws lay out the basics, while the Manual of Procedure provides more detail. These guide everything the Veterans of Foreign Wars does and aren’t open to interpretation. They’re written plainly and mean exactly what they say.

Incoming officers of St. Albans VFW Post 6418 should refer to Section 218 of the Manual of Procedure, which details the responsibilities of each Post Officer.

Section 220 of the National By-Laws/Manual of Procedures, titled "Removal - Department," states that the Department Commander has the authority to remove any Post officer within their Department for cause if they fail to carry out their duties as outlined in Section 218.
